The 2023 Human Rights Festival
國家人權博物館白色恐怖景美紀念園區,座落在車水馬龍的秀朗橋旁。與橋上的喧囂吵雜相反,園區中靜謐地保存著臺灣人權發展的重要史蹟。平日時有導覽人員引領著年輕學子逐一解說每棟建
的歷史意義,或親身示範當年如何蹲坐進食,屈身入眠,或訴說著當年拿起會面話筒時的激動無語。
第四屆的人權藝術生活節在這個充滿歷史記憶的空間,透過各種形式的藝文展演、市集、講座,傳遞並記錄這段臺灣重要的公共歷史記憶。文化就是生活方式,人權藝術生活節不但將藝文活動與人權議題結合,也將人權理念,透過觀賞、走訪、體驗乃至沈浸式科技等方式,活化臺灣人權的歷史,並與當代人權議題對話。
人權館多年來透過檔案解密、口述歷史、文物典藏與教育推廣等工作,目的在留存過去壓迫人權的紀錄,供後世銘記,避免再犯。在許多令人動容的歷史紀錄背後,我們看到身體上的暴力與禁錮,無法拘禁白色恐怖受難前輩們的靈魂,前輩們對自由的渴望,透過音樂與舞蹈,或藉由家書、翻譯與文學創作,讓自由的靈魂徜徉在音符、圖像與字裡行間。
2023年第四屆人權藝術生活節透過邀請當代臺灣重要的藝術家,以各種藝術作品,傳遞人權理念,結合青年文化幣推廣,擴大接觸層面。人權館希望觀眾在這些節目中,不但能夠體驗各種藝術美學,也能感受到創作者不受羈絆的創意,並珍惜這種無拘無束地延伸手臂;仰首向天深深吸吐的自由。

The National Human Rights Museum's White Terror Jingmei Memorial Park is located next to the bustling Xiulang Bridge. In contrast to the noise and commotion on the bridge, the park quietly preserves significant landmark events in Taiwan's human rights development. Usually, volunteer guides lead young students through each building and explain to them the historical significance of each of them. The guides demonstrate how the individuals incarcerated in those small confining prison cells crouched when eating and curled up their bodies when sleeping; and how they were overcome by emotions and rendered speechless when meeting visitors.
The fourth Human Rights Festival takes place in this historically significant space. Through various forms of cultural and artistic performances, markets, and lectures, the Festival aims to convey and record this important, albeit somber, history that must not be forgotten. Culture reflects a way of life, and the Human Rights Festival not only brings art and culture to life but also integrates human rights principles. By means of observation, exploration, experience, and also immersive technology, it breathes new life into Taiwan's human rights history, fostering a dialogue with contemporary emerging human rights issues.
The National Human Rights Museum has, over the years, declassified sealed documents, verbally introduced the history, collected relevant objects and items, and invoked the awareness of the history through education. Its purpose is to preserve records of past human rights abuses to prevent their recurrence. These records reveal the physical violence and imprisonment endured by those in the White Terror era. Despite this, the yearning for freedom found expression in music, dance, letters, translation, and literature, allowing the spirit of freedom to thrive within artistic forms.
In 2023, the 4th annual Human Rights Festival in Taiwan invites renowned national artists to convey human rights principles through many art forms. It also incorporates cutting edge technology, such as Culture Points for the 18 to 21 years old, to expand its reach. The Festival hopes that in providing these programs, the audience has the opportunity to experience and appreciate both artistic aesthetics and the unrestricted creativities of the artists who cherish the freedom to express themselves boundlessly.

自由的靈魂
自由,絕非憑空而來,乃是經過臺灣前輩的百年追求,一點一滴成為今天的陽光、空氣、水。在抗爭與受難中,身體雖陷入囹圄,靈魂卻高歌自由。於現今的臺灣人,自由何其自然、何其日常,卻也何其寶貴。理解歷史、再現歷史、詮釋歷史,不但是為了瞭解我們從何而來,更是為了要懂得珍惜,繼續捍衛我們的自由,並爭取所有人(不論族群、信仰、性向、意識形態……)更加平等的自由。
2023人權藝術生活節,我們繼續關切白色恐怖的記憶,以各種型態的藝術形式展現,包括音樂、戲劇、行為藝術、漫畫劇場、漫遊式劇場;同時提供舞臺,展現香港和六四的受難與抗爭經驗;人權的議題,也含括原住民在今日世界的認同與發展問題,以及以舞蹈方式探索無障礙藝術的發展路向,希望藝術生活節的舉辦,能讓更多群眾對人權有完整的認知。
人權之路,需要大家攜手共行,從過往的傷痕中萌生春天的綠草,讓所有人都能夠無所恐懼地,擁有自由的靈魂。

Freedom of the Soul
The freedom we enjoy today in Taiwan does not come out of the blue. It is built by the efforts of the people that came before us. Over the past one hundred years, they sought and fought for the freedom that we take for granted as the life-sustaining sunshine, air, and water. While suffering the imprisonment for their stand against oppression, their souls still sang the songs of freedom.
To people in Taiwan today, freedom is a matter of fact, mundane, and at the same time, precious. We have to understand, review and interpret history to know where we come from and, furthermore, to treasure and continue guarding our freedom; and to fight for the freedom of equality for all regardless of one's ethnic, religious, sexual orientation, or ideological differences.
In the 2023 Human Rights Festival, we continue our efforts to present the memory of the White Terror in various arts forms, including the music, drama, performance art, comic theater and the audio walk. Meanwhile, stages are provided to showcase Hong Kong and Tiananmen Square incident victims and their experiences. The topics of human rights we present include the identity and development of Taiwan's aboriginals (in today's world); and the exploration of barrier-free dance form development. I hope this Festival brings a more thorough understanding of human rights to more people.
The path of human rights requires all to walk together to sprout fresh hope through past sufferings to ensure freedom of soul to all without fear.
